7.16 Release
What is the major benefit of upgrading from, say....7.1 to 7.16? Is it mainly for redundancy?

If I'm not mistaken, 7.1 won't support TDMA (X2, almost certain Phase 2 requires at least 7.14 or somewhere around there).

7.11 is the first P2 TDMA release.
X2 was 7.9 I believe.

So it's a pretty big jump? And would be done for the potential of migrating to Phase II in the future. A new system being installed in my county is in a holding pattern because of this release. The agency we're piggybacking off of is in negotiations with M to upgrade to 7.16. Which will no doubt add to the cost of our system.

Just to clarify, I have a Grand Cherokee, not a baby Cherokee.

They aren’t babies…just always angry because they can’t flex (remember, I say this as the owner of a 1999 Cherokee).
